Major industrial support service institutions in Bangladesh

 

GENERAL:
There are a number of institutions in Bangladesh which provides industrial support services to the industries under both public and private sectors. Some of the major institutions are listed below for the benefit of investers and others concerned.

BANGLADESH COUNCIL FOR SCIENTIFIC AND INDUSTRIAL RESEARCH (BCSIR):
* BCSIR undertakes research works and formulates various possibilities of commercial and industrial exploitation of the existing indigenous resources. 

* BCSIR undertakes quality control measures for various industrial products.


BANGLADESH INDUSTRIAL TECHNICAL ASSISTANCE CENTRE (BITAC):
* BITAC provides vocational and technical training for the apprentices of engineering industries.

BANGLADESH INSTITUTE OF MANAGEMENT (BIM):
* BIM provides personnel training for management of staffs of various industries.

BANGLADESH STANDARD AND TESTING INSTITUTION (BSTI):
* BSTI sets up national standard for industrial products. 

* BSTI is responsible for enforcing standardisation ( quality and specification ) through issue of certificates.


BANGLADESH INSTITUTE OF DEVELOPMENT STUDIES (BIDS):
* BIDS undertakes research programmes on various fields of industries including training of executives of both private and public agencies responsible for industrial management, industrial financing, and evaluation of schemes. 

* BIDS publishes periodicals on various research studies.


DEPARTMENT OF TEXTILES (DOT):
* DOT promotes and helps development of textile industries including cottage level hand-loom industries throughout the country.

SECURITIES AND EXCHANGE COMMISSION (SEC):
* SEC supervises the smooth functioning of securities and capital. SEC has been established in 1993 through an Act of Parliament. It has the important responsibility to ensure proper issuance of securities. Protection of due interest of the investers in the capital market is also a major objective of SEC.

EXPORT PROMOTION BUREAU (EPB):
* EPB promotes marketing of Bangladeshi products in foreign countries. 

* EPB identifies non-traditional products for export to selected countries. 

* EPB allows all sorts of possible export benefits. 

* EPB suggests improvement of quality of exportable products. 

* EPB arranges and participates in seminars, exhibitions, fairs etc., for displaying local products abroad.

VARIOUS CHAMBERS OF COMMERCE AND INDUSTRY:
The Federation of Bangladesh Chambers of Commerce and Industry (FBCCI), Bangladesh Chamber of Industries (BCI),Foreign Investors Chamber of Commerce and Industries (FICCI), Metropolitan Chamber of Commerce and Industry (MCCI),Dhaka Chamber of Commerce and Industry (DCCI), etc., advise policy matters and measures to be taken by the government for industrial development and other related areas.

ICMAB, ICAB and IBA:
The Institute of Cost and Management Accountants of Bangladesh (ICMAB), The Institute of Chartered Accountants of Bangladesh (ICAB), and The Institute of Business Administration (IBA) contribute substantially towards meeting the need of the country for technical experts in the respective fields. Industries may avail of their expertise in the fields of accounting, finance, marketing, personal management, and production management.

DSE and CSE:
Dhaka Stock Exchange (DSE) and Chittagong Stock Excahnge (CSE) provide stock exchange market facilities to purchase and sell shares and debentures of listed public limited companies to enable the existing industries to accelerate capital formation.

IPDC:
Industrial Promotion and Development Company (IPDC) of Bangladesh has the following major functions: 

* Identifies and promotes viable investment projects; 

* Attracts foreign capital; 

* Provides advisory services and financing for establishment, improvement, and expansion of productive enterprises; 

* Creates conditions conducive to the flow of foreign capital with domestic capital into productive investment; 

* Leases out machinery and equipment on hire purchase basis to the promoters of approved projects.

IDLC:
Industrial Development Leasing Company (IDLC) of Bangladesh, established in May,1985 as a joint venture public limited company to assist the development of productive enterprises in the country with the provision of equipment lease financing to the industrial sector like energy, mining, agriculture,transport, construction,commercial and professional sectors.

ULCL:
United Leasing Company Limited (ULCL), established in 1988 as a joint venture company to assist the development of productive enterprises through arranging lease of industrial equipment, health care equipment, transport equipment, etc..
