PM attends official functions

Prime Minister Begum Khaleda Zia, who returned home on Monday after about a month-long stay in New York for medical treatment, attended two official functions yesterday.

She began her day’s programme by attending the ceremony of decorating the new Naval Chief Rear Admiral Shah Iqbal Mujtaba, ndc, psc with the rank badge. Held at the National Economic Council (NEC) complex at Sher-e-Banglanagar the Prime Minister who is also incharge of the Defence Ministry attended the function as chief guest. She went straight to NEC complex from her official residence.

Acting Chief of Army Staff Major General Jamiud Din Ahsan, Bir Pratik and Chief of Air Staff Air Vice Marshal Fakrul Azam decorated the new Naval Chief with the rank badges.

The ceremony was also attended by Finance Minister M Saifur Rahman, Principal Staff Officer of the Armed Forces Division Major General AM Mahmuduzzaman, Defence Secretary KM Ehsanul Huq and senior military officials, among others.

The Prime Minister, who is also the Chairman of the Executive Committee of the National Economic Council (ECNEC) later attended the NEC meeting to approve the Annual Development Programme (ADP) for the next fiscal year.

The Prime Minister and the Leader of the House could not attend the inaugural session of Parliament on the day as per doctor’s advice. She needed rest at home.

According to Prime Minister's office sources, Begum Zia is scheduled to attend the World Environment Day programme this morning as chief guest. She will attend her office from today.

She is also scheduled to chair a special cabinet meeting on Thursday and attend the JS session when the national budget for 2002-2003 will be placed the same day.

Govt to impose extra tax to make up for their plundered money: Hasina

Awami League President Sheikh Hasina has said the government, which plundered huge public money, would put extra pressure on the people by imposing extra tax, reports UNB.

"The corrupt government’s main objective is to plunder public money. To balance the gap, they will now impose extra tax on the people increasing their sufferings," she said on the eve of the budget session of Parliament that began yesterday.

Addressing a function marking the joining the Awami League of Srimangal Upazila Jatiya Party leaders at the Dhanmandi office of the party in the morning, Hasina said: "This government does not want to run the country. It does not think about the people, it is busy only in amassing wealth."

More than a hundred leaders and workers of the Jatiya Party of Srimangal Upazila in Moulvibazar district under the leadership of JP local unit president Ashkir Mia joined the Awami League yesterday.

The opposition leader accused the government of rampant corruption and widespread torture on the Awami League activists. She called upon all sections of people to wage a movement to "save the nation from the clutches of hyenas."

About the economic scenario, the Awami League chief said the present government had ruined the economy through "massive corruption." Within first six months, it has plundered Tk 4,000 crore by reducing the ADP and taking loans from the banks, she alleged.

She said that within six months of its rule, the BNP-Jamaat government had also taken from the banks Tk 4,000 to 5,000 crore, an amount Awami League did not take even during a year.

She also mentioned the incident of withdrawing grants by the Danish government on allegation of corruption.

She welcomed the newcomers to the party, saying that their joining the Awami League would consolidate its strength. Hasina asked her party leaders and workers and the newcomers to work together for the welfare of the nation.

Awami League leaders Abdus Samad Azad, Zillur Rahman, Syeda Sajeda Chowdhury, Abdur Razzak, Abdul Jalil, Advocate Rahman Ali, Abdul Mannan, Abdul Mannan Khan, Opposition Chief Whip Abdus Sahid, Dr Mostafa Jalal Mohiuddin, and KM Jahangir also attended the programme. Srimangal Upazila Awami League President Kamolesh Bhattacharya and General Secretary Ismail Hossain were present at the function.

JP stages walkout

Jatiya Party leader Begum Raushan Ershad yesterday accused the ruling party of carrying out repression on her party chief HM Ershad and walked out of Parliament with party MPs.

The walkout instantly triggered a riposte from the treasury bench members who termed the "incident" against the parliamentary practice and said that it was an "innovative" style of walking out of the House.

Just prior to the adjournment for the day, Begum Raushan Ershad took the floor on a point of order and made a brief statement in the House saying: "The ruling party has been carrying out repression on their party chief HM Ershad by implicating him in different false cases."

"Although the Jatiya Party has become a victim of conspiracies since 1991, it has always been working for democracy in the country," she said adding: "We’re walking out of the House in protest against the repression of the ruling party."

As 11 members of Jatiya party led by Begum Raushan Ershad was walking out of the House, the treasury bench members reacted and Chief Whip Khondoker Delwar Hossain took the floor and said: "It cannot be an issue of point of order and an issue of walkout.... it’s against parliamentary practice

"People will laugh if they hear that Ershad is being oppressed.... Ershad himself rather carried out repression on the people of the country for nine years," the Chief Whip said.

He urged the Speaker Barrister Jamiruddin Sircar to expunge the statement made by Begum Raushan Ershad from the proceedings of the House.

"The opposition has the right to stage walkout, but it must be against any decision of the Speaker," the Chief Whip said.

Minister for Law, Justice and Parliamentary Affairs Barrister Moudud Ahmed said that the Speaker’s decision to give floor to Begum Raushan Ershad on a point of order just prior to adjournment of the House was not right. "A point of order should be given in between two businesses of the day," the Law Minister pointed out urging the Speaker to expunge the statement of Begum Raushan Ershad.

Speaker Barrister Jamiruddin Sircar expunged the statement and said that he did not know that Begum Raushan Ershad would raise such an issue that was not covered by the rule relating to point of order and he had not heard Begum Raushan Ershad saying that she would walk out of the House. "I don’t know why she has left the House," the Speaker said.

CU BCL likely to form new EC this month

CHITTAGONG, June 4: In a bid to guard the academic life of about hundred of students of the Chittagong University (CU) who could not go to the campus fearing their rival’s attack, the Bangladesh Chhatra League (BCL) is likely to form its new executive committee through council within the current month.

Campus sources said, academic life of about one hundred students of the CU belonging to BCL have virtually came to a halt as they can not enter the campus since their eviction after the last general election on October 1 last year.

Over hundred activities of BCL could not enter the campus fearing attack on them by the Islami Chhatra Shibir (ICS) cadres. The ICS was allegedly threatening the life of the BCL activists including some of its top leaders if they try to return on the campus.

The ICS also allegedly had finalised a "hit list" consisting about hundred of workers and leaders of BCL. At least four of them were in the killing list, sources alleged.

However, the ICS cadres in their rallies on the campus also had declared to beat the BCL activities on sight.

Even some of the parents of the students belonging to BCL had gone on the campus and requested the ICS leader to pardon their child by undertaking that they would not be involved in the BCL politics further. But they were refused.

Besides, non-formation of new executive committee since long-time and internal feud among the activists hampered the normal activities of the BCL in recent time.

The last committee of the BCL of the CU unit was formed in the month of January in 2000 with only nine executive members who had been charged to form the whole committee of 41 members. But the body had failed to form the committee due to internal feud among the party men.

Meanwhile, in this situation the BCL is going to re-organise themselves within the formation of the new committee including a large number of members figuring 71 in it.

The mass talked name for the president and general secretary post of the committee are Shahidul Islam Bahar, Kazi Mazharul Islam, Nazimuddin Shimul, Mahbub Elahi, and Jahirul Islam Sumon.

Of them Shahidul Islam Bahar, Jahirul Islam Sumon and Mahbub Elahi are wanted in several cases including a double murder case, sources said.

However, the workers of the BCL want the persons as their leaders those whom they found with the organisation in any season of the organisation.

When contacted Nasir Haider Babul, general secretary of CU and central assistant secretary of BCL confirming the formation of the new committee told The Independent that the party is finding some diehard activists in order to hand over its charge in the ongoing incisive period to tackle it.
