Hasina's call to unseat Govt thru' mass upsurge

The Bangladesh Observer

Chittagong, Sept 10:– Opposition leader Sheikh Hasina today urged the people to unseat what she called corrupt, terrorist and bribe-taker BNP-Jamaat coalition government through a mass upsurge, saying that the time is now ripe for the changeover, says UNB.

“This government is governing this country by means of terrorism... one day, the war of liberation was started from this Chittagong. Now I urge the people of Chittagong to initiate a mass uprising against the misrule of the government,” she said. The Awami League President was addressing a mammoth rally at the historic Laldighi Maidan, organised by the Chittagong City Awami League, in the afternoon.

Her party faithful started converging on the Laldighi grounds since 3pm, in tens and hundreds. Crowds spilled over onto the streets from New Market to Andarkilla while traffic came to a halt in and around the area in the port city.   During her nearly 22-minute speech, punctuated with passionate slogans by her supporters, the Leader of the Opposition said people’s life in Chittagong became unbearable today amid rising crimes and abduction scare.  “Killing, raping and kidnapping business of the BNP-Jamaat alliance in Chittagong made life a misery and destroyed the promising port city,” she told her audience. Even the leaders and like-minded businessmen of BNP are not spared from taking hostage to ransom and torture, she observed.

In this context, the AL chief referred to the much-talked-about kidnap of businessman and BNP leader Jamal Uddin Ahmed Chowdhury. “Jamal has been held hostage for last 48 days and he is yet to be rescued though the Home Minister declared that he would be rescued within 48 hours,” she said. Hasina told the huge gathering that she wanted to visit Jamal’s home today. “But the kidnappers phoned Jamal’s residence to say that the businessman was still alive, but if I visit their residence, the family members would have to receive his `dead body’”. And, as such, the victim’s son requested her not to visit them and thus save his father. Pointing to the recent incident in the Chittagong Hill Tracts, Hasina said her government had brought peace in the region, ending age-old insurgency, while BNP enforced hartal to foil the peace deal.

“Now she (Khaleda) is taking revenge through creating unrest at Mahalchhari…she will have to account for it,” Hasina cautioned. The former Prime Minister said her previous Awami League government had wanted to develop the port city of Chittagong to the commercial capital of the country, but the alliance government destroyed “commercial possibilities” of the city. Chaired by Chittagong City AL President MA Mannan, the rally was also addressed by party Presidium member Begum Motia Chowdhury, Ataur Rahman Khan Kaiser, AL general secretary Abdul Jalil, Mahmudur Rahman Manna, Engineer Mosharraf Hossain, City unit general secretary and Mayor ABM Mohiuddin Chowdhury and Moslehuddin Ahmed.

AL to boycott

Strong security step for CPA confce in Oct

Staff correspondent, The Bangladesh Observer

Bangladesh is likely to host Commonwealth Parliamentary Association (CPA) conference in the next month taking the burden of expending millions of Taka though the organisation has lost its earlier charisma for various reasons. Meanwhile, Awami Leage (AL), the main opposition party of Bangladesh has already declared to boycott the CPA conference due to unavoidable reasons. The BNP Government cancelled the Non-Alignment Movement (NAM) conference showing the reason of lack of fund as former Awami League (AL) government took the decision. And the irony of the history is that the Bangladesh-China Friendship Hall has been selected as the venue of 49th CPA conference at Shere-Bangla Nagar, which was earlier built for NAM conference by the AL government.

Officials of concerned ministries refused to disclose the sources and information of getting the 'fund' to arrange the conference. A confident source said Parliament Office has arranged Taka 50 million (5 crore) for the same purpose. On the other hand other concerned ministries have been expecting to get such sorts of fund from the invisible sources in due time to cover the expenditure of the program.

A highly placed source in the Ministry of Home disclosed that it will cost millions of Taka for the implementation of international standard special security measures including deployment of counter terrorism squad for the safety of about 600 foreign dignitaries whom are expected to attend the conference. Mohammad Omar Faruq, Secretary of the Ministry of Home Affairs told The Bangladesh Observer, " We have taken every measures to ensure the safety and security of foreign guests. And we are trying to make the arrangement a success."

Over 600 dignitaries including Speaker and MP ranking about 600 delegates from 51 countries of 54-member Commonwealth Nations are expected to join the conference. A senior official of the Foreign Ministry requesting anonymity said that it is nothing but a get-together or like a picnic party. Most of the delegates might come along with their wives. "Nothing important will be discussed in the meeting except some common problems and issues remaining in the participant countries under the banner of Commonwealth Nations' sources added.

An official of Parliament affairs said that after the end of the "Cold War", the organisations such as NAM and CPA have lost their importance. Specially, the CPA is less important and lost its dignity among the democratic member countries as none of them likes to remember its former colonial image under British rule.

Moreover, some countries like as Pakistan and Zimbabwe were suspended from the Commonwealth a few years ago, which also created a sensation among the member countries.  Sources said different ministries such as the ministry of Communication, Shipping ministry, ministry of Works and Housing, LGRD ministry, Foreign ministry, ministry of Civil Aviation and Tourism, ministry of Justice and Parliamentary Affairs has been arranging the ever biggest programme of the country's history with out earlier experience, which will be held from October 4 to 12.

Excluding the highly cost security set up, the hosting country is going to spend a huge amount of money for pleasure trips, cultural and different programme, inaugural and closing ceremony with pop and grandeur. The Dhaka City Corporation (DCC) has been repairing roads and footpaths, and planting flower plants on the road islands from Zia International Airport (ZIA) to venue areas under a beautification project spending crores of Taka. Kawran Bazar fish market has been evacuated for ever due to implementation of the project. Considering the security set up the ministry of Tourism has selected two five-star hotels Pan Pacific Sonargaon and Dhaka Sheraton as the residential place for the foreign guests during the conference. Even the NAM flats at Manik Miah Avenue might be used for the same reason, according to a reliable source.

The authority has arranged several pleasure trips including river cruising for the foreign guests during the conference days while Cultural ministry will arrange cultural functions and dramas.

Different ministries have planned to throw dinner and cocktail parties in honour of the participants of CPA conference. Meanwhile, a counter will be posted at ZIA to provide instant visas to the guests who will arrive without proper documents. Concerned circle alleged that the CPA conference would not offer us any fruitful result except an expensive get together.

IMF tells AL of political consensus for better economy

The touring International Monitary Fund (IMF) mission yesterday at a meeting with a delegation of the main opposition Awami League (AL) stressed political consensus between the government and the opposition to achieve better economic growth.

The AL however observed that growth and poverty reduction cannot take place in the present state of lawlessness and instability under the BNP-Jamaat-led coalition government. There has been a general lack of confidence in the government's ability to govern, the AL delegates said.

The IMF team emphasised making parliament functional to discuss all the issues.

Former finance minister SAMS Kibria led the AL team at the invitation of IMF mission chief Chanpen Puckahitkom to get to know the opposition's views on different economic issues and the IMF role.

At the meeting at a city hotel, the IMF delegates asked for the AL opinion about its recent credit of $490 million in loan for Bangladesh.

The AL regretted that neither the government nor the IMF consulted the main opposition party before the loan agreement was reached. Even it was not debated in parlia-ment. And so, the party is not aware of the understandings reached between the government and the IMF on the loan.

It also observed that the government not only failed to take the opposition into confidence in discussing the conditions tagged with the loan, it also kept a vast majority of people in the dark about the whole affair.

The AL leaders also told the IMF that they came to know about the conditions for the loans from newspaper reports, which makes its commenting on the issue all the more difficult. But, it welcomed the loan, saying achievement of the poverty reduction programme depends on successful preparation of sectoral plans and efficient implementation.

If the record of the coalition government is anything to go by, then one cannot be optimistic that resources will be utilised for poverty reduction since gross corruption takes place in the government, the opposition observed.

The opposition delegates said prices of essentials are on the rise, foreign and domestic investment has declined and many industries have been shut down without taking into account the impact on the economy or employment situation.

The AL delegates alleged repression on political opponents by the ruling coalition, leading to violence in the country. They said due to direct governmental intervention the judicial system has been destroyed.

AMA Muhit, Dr. Mohiuddin Khan Alamgir, Kazi Zafarullah MP, Saber Hossain Chowdhury, Syed Abul Hossain MP, Faruk Khan MP and Dr Abdur Razzak MP were present at the meeting.
