Govt has established a reign of terror: Hasina

Awami League Chief and Leader of the Opposition in Parliament Sheikh Hasina on Friday said that instead of main­taining peace and security the BNP-Jamaat coalition govern­ment had established a reign of terror and panic in the country.

Addressing as the chief guest at a public meeting at Shaheed Alauddin Park at Bashabo organ­ised by Motijheel-Shabujbag thana Awami League, she ob­served that the law and order had deteriorated  to such an extent that evrybody in the society was passing the days in panic.

 

"Killing, abduction, rape, ex­tortion, robbery, dacoity, hijack­ing and repression have become a daily phenomenon across the country," she added. Holding the government re­sponsible for unabated crimes and terrorist activities, she pointed out that the government had released 53,000 terrorists and criminals from prisons after it came to power. Blasting the government for what she said carrying out polit­ical persecution, she said that the BNP-Jamaat alliance was using the 'released' terrorists and crim­inals against its  political oppo­nents, specially Awami League leaders, workers and supporters.

 

She observed that law and or­der situation would not have reached such point if the terror­ists and criminals were not freed from jails. Sheikh Hasina asked her party leaders, workers and supporters to enlist the names of those car­rying out repression on them in their respective areas. After coming to power through "terrorism and conspir­acy", the BNP-Jamaat coalition government was now engaged in a "political cleansing", she said referring to the killing of promising and popular Awami League leaders in the country.

 

The leader of the opposition said that the BNP-Jamaat al­liance was making Parliament ineffective as it did not belive in the concept of democracy. "They do not follow the rules of proce­dures in the House. They do not allow the opposition MPs even leader of the opposition to speak in the House", she added. Accusing the Prime Minister and her family members of plunder­ing public money and smug­gling it out of the country she said that people would one day try the Prime Minister and her family members for the corrup­tion. In the last 23 months of its rule, the BNP-Jamaat alliance had been successful in presenting the people with two things — terrorism and corruption, she pointed out.

 

She criticised the government for failing to check price hike of the essentials and said it seemed that the BNP-Jamaat administra­tion did not bother about the rise in prices of essentials. She lashed out at the govern­ment for imposing additional taxes and increasing the rate of utility services like gas, electric­ity and water. Awami League chief called upon the people to be united and put up a strong resistance against the misrule and misdeeds of the BNP-Jamaat alliance. Presided over by Saber Hossain Chowdhury, the public meeting was also addressed by Abdus Samad Azad, Abdur Razzak, Abdul Jalil, Mofazzal Hossain Chowdhury Maya, Fazilatunnesa Indira.

Dhaka facing pressure on Singapore issue

Bangladesh, as also the other LDCs, seemed heading towards swallowing the “poison pill” with the deliberations on the first two days of the WTO ministerial meet facing an overall pressure to agree to the Singapore issues, reports UNB. But things are still hanging on the balance, leaving the LDCs lot uncertain until the last day of the meet on Sunday.

 

 “LDCs issues are being addressed. However, it is not certain whether there will be any forward movement,” one official of the Bangladesh delegation to the WTO meet told UNB from the meeting venue in Cancun, Mexico.  “Seemingly, negotiations are centered on agriculture and the Singapore issues,” he said, commenting on some of the major issues discussed during negotiations over the last two days.

 

He added that some of the negotiators indicated that if there was a positive movement in agriculture, they might agree to initiate negotiations on the Singapore issues. “There is overall pressure to agree on the Singapore issues.” 

 

The negotiators were clearly divided on removing subsidy from agriculture. However, the official said, all countries would be reiterating their earlier stand from on Friday.   “Seemingly,” he said, “agreement on the Ministerial Text (of Cancun declaration) will be reached on the last day (Sunday). “Before that it is very difficult to prejudge the outcome.” 

 

Commerce Minister Amir Khosru Mahmud Chowdhury, the leader of the 17-member Bangladesh delegation, prior to his departure for Cancun on Sept. 7, termed the Singapore issues as an added burden on the LDCs, when other issues such as Doha agreement still remained unimplemented.

 

He said developed countries were bringing the issues to the forefront to arrest corruption in the LDCs. "Even then, our position is not to entertain the issues." The Singapore issues include investment policy, trade and competition policy, transparency in government procurement, and trade facilitation. Bangladesh, however, would discuss the Singapore issues with other fellow LDCs to determine the strategy, Khosru indicated.

 

WTO critics thought that the issues were designed as an added barrier to the LDCs trade to further marginalise them. As apprehended earlier, agriculture became a very strong debating issue at the meet, which was one of the major issues for Bangladesh and other LDCs. Issues of Bangladesh, as also of other LDC concerns, still expected to be discussed in the Cancun meet include non-agricultural market access, special and differential treatment, services, TRIPS and public health, rules, dispute settlement, trade-related capacity building, and implementation issues.

Research findings show

Ethnic communities most disadvantaged in society

The ethnic communities in the north-west Bangladesh are deliberately denied of their fundamental rights and access to natural resources which further caused their impoverishment. The speakers mentioned that despite the decade of World Indigenous People (1994-2004), the advancement of the national minorities of ethnic community has not been able to make any achievement.

 

Research and Development Collective (RDC) in cooperation with Oxfam-GB organised a seminar “A Journey to Indigenous Society: The Inert Tone, A Participatory Study on Indigenous Population in North-western Bangladesh” at the National Museum auditorium on Thursday. The research findings were jointly presented by Mesbah Kamal, Associate Professor of History, Salma Akhter, Assistant Professor of Social Science of Dhaka University and Abu Raquib, a researcher on indigenous affairs. Moni Swapan Dewan, State Minister for Ministry of Chittagong Hill Tracts Affairs was the chief guest.

 

The study was conducted on ten different ethnic communities Santal, Oraon, Rai, Pahan, Mahali, Rajooar, Rabidas, Karmaker, Paharia and Mahatto residents of Nawabganj, Naogaon and Dinajpur districts. The population under study are incidentally beneficiaries of the NGOs, Baranda Development Orgnisation (BDO), Barandabhumi Shamaj Unnayan Sangstha (BSDO) and Gram Bikash Kendra (GBK).

 

The study found that the livelihood of the ethnic people in the north-western region is based on agriculture and also agro-based day labourer. Massive poverty is caused by landlessness, unemployment, meagre wages and lack of option for change of occupation has been identified as major causes of deprivation. The population is the most disadvantaged segment in the society.

 

A large section of the indigenous people of the north-western region is converted to Christianity, what the researchers described was due to comprehensive proselytization by the Christian missionaries for more than a century. The disadvantaged ethnic people expressed their opinion to preserve and safeguard their traditional socio-custom, religious ceremony and festivals, social, family life and values, according to the study. Though the ethnic population has reasonable access to health care, family planning, school, Union Parishad and bazars, but they have limited access to upazila administration, land and law enforcing agencies, agriculture and livestock.

 

The positive indicators of education, child marriage, drug sub-culture, exploitation of money lender, health awareness, participation of women in decision making process, access to government infrastructure. While the negative impacts are social security, employment opportunities, landlessness, cultural events, social arbitration, prosleytisation of other religion and communal harmony, the researchers concluded.

Mannan castigates Hasina for her 

derogatory speech in Chittagong

 Secretary General of BNP and LGRD and Cooperatives Minister Abdul Mannan Bhuiyan in a statement in Dhaka on Thursday blasted Leader of the Opposition and Awami League President Sheikh Hasina for her "derogatory" speech at a public meeting in Chittagong against the government, people and country, reports BSS.

 

"Such senseless and intentional remarks by the Leader of the Opposition are not new, her remarks are always devoid of etiquette, hypothetical and contrary to the political norms," he said.

"The patriotic people of the country and the government of the four- party alliance have been facing her (Hasina) wrath ever since the alliance government led by BNP assumed power with overwhelming support of the countrymen," he added.

 

Mannan Bhuiyan said Sheikh Hasina has been speaking against the country and people at home and abroad without any reason only to achieve narrow political interest and the intensity of her grudge grew because of getting very poor number of seats in parliament.

 

"Huge popularity and sympathy for BNP and its Chairperson Begum Khaleda Zia has also caused enormous jealousy in Awami League and its leader," he said, adding, this enviousness prompted Sheikh Hasina to make such speech.

 

Mannan Bhuiyan said the demand of "snap election" by the Leader of the Opposition is similar to making a mockery with the democracy and countrymen. He noted that people of the country have entrusted with the BNP and the four-party alliance the responsibility to run the country as they were repressed during the five year rule of Awami League.

 

He said the present government is striving to materialize the expectations of the people through implementing various development programmes. "Awami League and its President are putting barriers to all steps of the present government as it has initiated massive development programmes to fulfil its election pledges," he said. The BNP Secretary General expressed his firm determination that people of the country would never step into the trap of Awami League.

 

Mannan Bhuiyan called upon the Leader of the Opposition not to be impatient and to extend her cooperation to implement the development programmes undertaken for the welfare of the people. "The election would be held on completion of five-year tenure of the present government and people would definitely evaluate your politics if you show restraint and pursue politics for the welfare of common people," he told the Awami League chief.

JAMALPUR, Sept 11:–A Special Tribunal Court here on Tuesday convicted a person and awarded him death penalty for killing his wife for dowry. The convicted person is Md. Abdul Gafur Mia (28) son of Abdul Rahim Mia of village Gobindapur in Jamalpur sadar upazila. The prosecution story in brief is that Abdul Gafur, son of Abdul Rahim of Gobindapur village under Jamalpur sadar upazila married victim Gita Begum Shilpi (21) two years ago and since marriage Gafur used to torture Shilpi for bringing Taka 20,000 as dowry from her parents. On March 8, 2003 Gafur Mia strangulated Shilpi at 2 pm for money. The elder brother of the deceased Anwar Hossain registered a case with Jamalpur sadar police station on March 10, 2003 against two persons and police after investigation submitted chargesheet.

 

The judge of Nari-o-Shishu Nirjatan Daman Special Tribunal Court after examining 11 prosecution witnesses and a number of evidences, convicted Abdul Gafur. The judgement was delivered within a period of ten working days. Advocate Reza Murtuza Hossain appeared for the accused while Special Public Prosecutor Advocate Rezaul Karim Shamim stood for the state.

 

Barisal

 

BSS reports: A Special Tribunal here Wednesday sentenced a person to 10 years rigorous imprisonment (RI) for  possessing illegal firearms. After examining nine prosecution witnesses and other evidence, Judge Md Mahbubur Rahman handed down the verdict in a jam-packed court room in presence of convict Hazarat Ali, 35, of Dumuria Village under Gournadi upazial of the district. The prosecution story, in brief, is that, a police team of Gournadi police station seized a revolver from the possession of Hazarat Ali on August 31, last year. A case was filed with Gournadi police station in this connection and chargesheet was submitted accusing Hazarat Ali on November 15, last year. Assistant Public prosecutor Abdul Majid Dhali stood for the state and Advocate Shamsuddin for the accused.

 

Panchagarh

 

UNB writes, A special tribunal on Tuesday convicted a man for killing his wife and awarded him death sentence. The Judge of the special tribunal on Prevention of Women and Children found Emdadul Huq alias Emdad guilty and handed down the judgement. Five others accused were acquitted, as they were not proved guilty. According to the prosecution, Emdad beat his wife Jaheda to death for dowry at village Burimutki in Tetulia upazila on April 2, 1998. Later, the victim’s father filed a case with the district Magistrate Court. Police issued charge sheet against six people, including Emdad. After examining the records and witnesses, Judge AKM Julfikar Ali delivered the verdict.

 

Habiganj

The agency says, A court here on Monday convicted a man and sentenced him to life imprisonment for possessing illegal arms. The accused was Siraj Ali, son of late Siddique Ali of Chargoan village in Madhabpur upazila. According to prosecution story, police with the help of locals arrested Siraj Ali and his three associates and recovered a pipe gun from their possession at a woman’s house in Hilly area . They were hiding there after committing bus dacoity on Shahzibazar-Jagadishpur road at Manikpur in Madhabpur upazila on April 28, 2002. After examining records and witnesses, District and Sessions Judge found him guilty and handed down the verdict.

 

Chandpur

 

UNB says, A court here today (Wednesday) convicted a youth for murdering his two younger sisters and condemned him to death by hanging. The condemned convict, Jahangir Hossain, 24, of Charsholadi in Haimchar Upazila was tried in absentia. According to prosecution, Jahangir took his sisters Amena Khatun, 13, and Sayera Khatun, 7, to the bank of river Meghna on October 9, 1999, on false promise of taking their photographs. “He then tied their legs with ropes, wrapped them with a net and tossed them into the river.” Motives behind the cruelty towards his sisters could not yet be unearthed. Police later submitted charge sheet indicting Jahangir for the double murder. After examining records and witnesses, the District and Sessions Judge handed down the verdict.

 

Habiganj

 

According to UNB, A court here convicted a tea garden labourer and sentenced him to death penalty Tuesday for killing another co-worker. The convicted was identified as Makurobi Das (42) of Rashidpur tea state of Chunarughat. According to the prosecution, Makurobi Das hacked Nainka Robi Das (50) to death at his home after taking Tk 2000 from Girish Rabi Das for committing the crime. Villagers caught two of them red-handed and handed them over to the police. Police submitted the charge sheet against only Makurobi as Girish died in the jail hajat. Additional District and Sessions Judge Aminul Islam pronounced the death penalty after examining 10 witnesses.

 

Barisal

 

The agency says, Two rapists were today awarded life term for defiling a minor girl at Sanudas Prosad village of Lalmohan upazila in Bhola district about two years ago. Speedy trial court handed down the punishment to Ibrahim Khalil alias Selim (30) standing on the dock while Dulal (35) was tried in absentia. They were also fined Tk 35,000 each, in default to suffer one year in jail. Prosecution said, on October 2, the following day of 2001 general election, the villagers came under terrorist attack. Rita Rani, the victim, fled home along with the family and took shelter in a nearby bush. The poor girl was abducted at about 11pm, raped and left behind in a state of unconscious. Her father filed the case on October 5 against Selim and Dulal. Police arrested Selim but Dulal remained absconding. Nineteen prosecution witnesses were examined during the trial.

BSS adds, Additional District and Sessions Judge court has sentenced a person to death in the Nainka Rabidas murder case, 2001. Judge Aminul Islam handed down the judgement in a crowded courtroom here yesterday in presence of the convict Maku Robi Das. The convict was identified as Maku, son of Shamdani Rabidas, a labour of Rashidpur tea garden here.  The prosecution story is that the convict chopped to death Nainka Rabidas, 50, also a tea garden labour after forcibly entering his house at Rashidpur tea garden under Chunarughat upazila on October 30, 2001. Earlier, Girish Rabi Das hired Maku in exchange of Taka 2,000 to kill Nainka. A day after the incident, villagers caught red- handed Maku and Girish along with blood strained clothes and the `Dao', which was used for the murder. Nainka's son Birua filed a murder case with Chunarughat police station soon after the murder accusing Girsih and Maku. Police submitted the charge sheet accusing Maku as the other accused Girish died in jail custody during investigation. After examining 10 witnesses and a number of evidences of the case, the judge pronounced the verdict.

Cancun meet termed a gathering of looters

Anti-globalisation groups and left-leaning parties of the country continued demonstrations and processions yesterday against the on-going key ministerial meeting of the World Trade Organisation (WTO) that opened on Wednesday at the Mexican resort of Cancun.

Pressing their five-point demands, the National Garment Workers Federation, a platform of garment workers, brought out a procession carrying red flags from the city’s Muktangon area it ended at the Paltan crossing after parading through the GPO, Baitul Mukarram, Gulistan and Nur Hossain Square.

They demanded duty and quota-free access for Bangladesh garments to the international market.

They also demanded that the welfare of the employees working for sub-contracting factories of the multinational companies be ensured under corporate social responsibility.

Their other demands include flexible rules of origin and free movement of labour forces.

Earlier, a rally was presided over by the President of the Federation Quazi Mohammad Ali and addressed, among others, by Secretary Amirul Haq Amin and central leaders Shahida Sarkar, Mujibur Rahman Pintu, Nurun Nahar and Shafiya Parveen.

An a protest rally, a coalition of four left-leaning parties yesterday termed the Cancun meeting a gathering of looters.

Presided over by the Coordinator of four left parties Jonaid Shafi, the rally was addressed, among others, by central leaders Nazrul Islam, Moshrefa Mishu and Advocate Abdus Salam.

Karmajibi Nari, an initiative of working women, arranged a demonstration in front of the National Museum.

Speakers at the meeting vowed to wage a struggle against a handful of multinational companies to make global trading regime fair, now heavily tilted towards the industrialised world.

They demanded relaxation of the rules of origin and removing non-tariff barriers to put the country’s apparel industry on track, a sector that employes about 16 lakhs workers.

They also suggested amendment to the GATS agreement, saying the world trade negotiators should ensure free movement of semi-skilled and skilled labour forces of the least developed countries under Mode-4 of the GATS accord.

But urban service sectors like water, health, electricity, education and telecommunications should be kept out of liberalisation, they suggested.

Selina Shelley of Make Trade Fair Alliance, Ziaul Haque Mukta of Action Aid, Sharmin Kabir of Karmajibi Nari, Farida Akhtar of Sammilitiya Nari Shamaj and Aminur Rasul of Supro spoke, among others, at the meeting which was presided over by President of Karmajibi Nari Shirin Akhtar.

As part of the on-going programme directed against the Cancun summit, the Communist Party of Bangladesh will arrange a demonstration meeting at 4 pm today in front of the party’s central office.

President and Secretary of CPB Manjurul Ahsan Khan and Mujahidul Islam Selim in a joint statement yesterday urged party leaders and activists to take part in the demonstration to make it a success.

US general Gregson leaves

The Commanding General of the US Marine Forces Pacific Lt. General Wallace C Gregson left Dhaka yesterday ending his five-day visit.

During his stay, the US General visited the Bangladesh Institute of Peace Support Operations and Training Centre at Rajendrapur Cantonment and the National Defence College at Mirpur Cantonment.

He placed wreaths at the Shikha Anirban at Dhaka Cantonment and visited the National Memorial at Savar.

He also called on Chief of the Naval Staff Rear Admiral Shah Iqbal Mujtaba at the Naval headquarters and the Principal Staff Officer of the Armed Forces Division Major General AM Mahduzzaman at the Armed Forced Division.

The Naval Administrative Authority Dhaka, Commodore SMM Zaman, saw him off at the Zia International Airport.
